Notes and Changes:

Release for Advanced LIGO procurement.

Changes from Enhanced LIGO version include:
1. Added 2 rows of 1/4"-20 Heli-Coils to provide clamping locations closer to the edge of the table.
2. Added 4 pairs of rows of 3/8"-16 Heli-Coils, for bolting on table extenders.
3. Added vent grooves for new 3/8"-16 Heli-Coil holes.
4. Reduced vent groove depth.
5. Changed some c'sink details.
