Release for Advanced LIGO procurement.

Changes from Enhanced LIGO version include:
1. Minor change to tolerance of spherical radius, reflecting red-line to Enhanced LIGO drawing.
2. Changed vent groove profile from V-shape to U-shape (for easier cleaning).
3. Added chamfers.
4. Added explicit vent holes for M2 holes.
