Release for Advanced LIGO procurement.

Changes from Enhanced LIGO version include:
1. Eliminated 6x pads for Actuator mounting.
2. Changed mounting details for D071316.
3. Renamed part, to reflect option of flipping the fixture 90-degrees, so it sits on the back side of D071317, instead of on D071316.
4. Added thru holes for screw access.
