Notes and Changes:

Release for Advanced LIGO procurement.

Changes from Enhanced LIGO version include:
1. Changed Spring Pin details. Now, the material is 18-8 stainless, instead of plain carbon steel. Also, the pin is now 1/8" longer, to span full width of hex nut.
2. Changed details for press-fit pin hole. No longer calling for 2-step drill operation. Now, we give a specific target for hole diameter. Only call for mild press fit, since we had trouble fully pressing the pins for Enhanced LIGO.
