ECR: change the IO_MB_M2 beam splitter on the PSL table

Abstract:

We propose to replace the current 2.1% transmissive beam splitter in place of IO_MB_M2 on the PSL table with a 10% beam splitter. The change is to ensure that the PSL pick-off beam directed to ISCT1 has sufficient power (~1.5W) when the PSL operates in low-power mode
