ECR: Revision of SUS OpLev and OpLev damping channels to be stored in the data frames

Abstract:

When OpLev damping was included in the SUS models little thought was put into considering the most relevant channel data to store. This ECR addresses feedback from commissioners.

Added missing L3_OPLEV_SEG1_OUT* 256 etc channels to the QUAD_MASTER channel list.

Added motivation for changes to SEG vs OUT.
