ECR: Move the LO shutter from SQZT0 to SQZT7

Abstract:
In the original design, the LO fiber from the PSL was fed to SQZT0 where it was turned around and sent to a fiber that contains the LO beam for the homodyne. This was done, so it would be easy to switch between SQZ and PSL LO beams. However, we don't have enough power in the PSL LO fiber, so we connect it directly to SQZT7. This then makes the LO shutter which is mounted at the launch point for the homodyne fiber on SQZT0 useless. We propose to move the LO shutter to SQZT7, where it can be mounted at the exit point of the homodyne fiber. This way, it won't matter where the homodyne fiber comes from.
