Notes and Changes:

Changed end of O3 for LIGO-Virgo to refelct suspension due to COVID-19. Added a note about COVID-19. Added a "?" after O3 to represent our uncertainty as to what the near-term schedule will be.

Changed KAGRA line to just commissioning. A future update may reflect the joint KAGRA-GEO observing run.
